5-lug spacer conversion from 4-lug

I've seen these conversions from 4-lug to 5-lug that just attach to the stock hub and makes it act like a 5-lug set up. Since they also act as a spacer, would it be safe to run these. Because I was thinking of running Z32 rims all around and well, a spacer would be needed to make them flush-like and not rub the strut because of the highish offset and 8 inch width. Thanks in advance.

there is nothing wrong with running these 5 lug/spacers. they are usually around 25mm which will be fine.

It would make a +35 offset 8inch rim flush with the fender.

On a S13 yes it would be flush.
