Yeah, it's an R32 tach. I used to have the whole cluster in the car. The wiring took forever, but it looked tons better than stock, heres a pic of it...

No it didn't have either, I didnt need AC as I live in portland OR, and I prefer to actually feel the road so I didn't hook up the PSing.
