Wiper and windshield washer issue + Rpm issue

I'm having issue with my wipers and my windshield washer, I have changed my valve cover gasket recently and since then, when ever I put the key in on/acc/or when the car is running, the wiper and the windshield washer goes on without stopping. The arm is not activated. This started since I changed the gasket. Might be a short somewhere. All the fuses looks ok. Anyone had the same problem ? Second issue that I have, has soone as the rpm come to 3000, the needle starts to do freegames(it bounces up and down). The engine runs fines. When it comes to 4000, it stops and start to read correctly.
For a S14 1995.

for your wipers there's a green box near the fire wall with one plug going into it i belive its one the passanger side
next to the wheel well
you need to replace it or go to the junkyard and get one


for the gauge swap clusters with a freind to see if it still dose it
but i think you just need to replace that to
you can get that from the junk yard to
just open the cluster and replce the rpm gauge

I forgot to mentionned it was for a S14 95, same location for the wipers ?

check all plugs/harnesses near the valve cover area (especially in the back) as well. You remembered to put the two grounds back on the rear of the block, right?

for the s14 i belive its a black box
its on the pass or driver side
it's about the same size as a cigarette box
