ka24de timing at 15 deg at idle wont change when i rev it up?

Im trying to help a friend with his car, and i noticed when i was checking the timing that it doesnt change when you rev it up ,so i tryed a different distributor ,and a different ecu (dont know if it was good though), checked the tps adjustment , swapped ignitor chip, and nothing changed , ANY IDEAS?

timing is suppose to be set with the tps unplugged with warm engine at 3000 rpms.. refer to your FSM. if you dont have one, you can download it in the how to section.

yea i know that, im saying that the timing doesnt jump to like 30 deg or whatever when you rev it , it stays at 15 deg and cuts out.
