Importing A S14 from Japan?

I'm not sure about the actual "importing" of a Silvia, but a friend's friend bought a '97 S14a from California. It had been in a minor accident and was shipped with the motor taken out. He's in the process of installing the motor again, and he says that in order to register it for legal use, he's going to have to use his VIN# from his '97 240sx. I'm pretty sure there are others in California, but I've never seen them for sale.
