bottombunk, It is illegal ANYWHERE. It is Federal not LOCAL. Not sure where you got your info. ANY engine swap from any car into any vehicle. IF it didnt come in that vehicle is ILLEGAL. ALSO I will add. Putting in a engine that is OLDER than the car. Say swapping in a 1989 SOHC into a 1990 is also ILLEGAL. It has to be that year or newer. No exceptions.
Just like people thinking that just because you dont have inspections, its OK to not have a convertor( cat bypass) & all the emissions disconnected. Which is also not true. These are FEDERAL requirements & must be adhered to at all times.
Just some FYI.
This goes for any city, in any state.
Edit..I should clarify. The 89-90 isnt really a good example. A more fitting one would be installing a 1995 into a 96 & making the 96 into a OBD1 vehicle. Or making a EFI car into a carb'ed car.

Very true not only in Cali.... All engines must pass the EPA, DOT approval.....None of the engines from Japan or even Europe are DOT spec'd for U.S use.....
Good exmple: look at the crap MOTOREX has to go through just to get the skylines into the states......

same in FL....but my thoeory....
if you dont get caught, you dont get in trouble....
whats the odds you get stopped for speeding and the cop says "you got an illegal engine there, fella?"
if you can get it in the country, swap it...if you dont wanna, sell it to me so I can swap mine...

If you get caught with any JDM spec swapping you are breaking Federal Law. That means any officer of the law if he really wanted too could impound your vehicle and sight fines........Defenitely not my cup of tea, I think I will stick with my USDM......
The rules apply more than just smog regulations....
Highway Patrol officers are being trained to search for engine refernce dot approvals if you don't pass, you will pay.......
Not only is it illegal, but insurance companies loby to congress to keep higher HP "JDM and EDM" engines out of your ride....... It screws with there rates....... I mean the money they fu#$ us out of every day.....
I think I will stick with my KA internal build up, if you know what I mean......

eh whatever they don't understand what illegal means.
If you don't get caught - it's still ILLEGAL.
If it passes smog, it's still ILLEGAL.
If you live in Buckingsheep ID or something, it's still ILLEGAL.
