Failed to add that it could be as simple as the GAS cap or MAF... I think that ends the list of things to check for hydro carbons.

There is the VISUAL OEM inspection (checking for CAT, all vacuum lines used, exception stickers and so fourth. (No smog test without these parts)
Electrical inspection, degrees that the distributor is timed at to factory specs.
Sniffer test of the 3 hazardous elements to the environment (HC, CO, NOX).
Final is the enviro-dyno run how high the emissions are under the chassis load requirements.

actually i know cali has the toughest smog regulations because i lived there for about 15 years. i also know that there are shops that do smog checks and will pass anyone for about $100.
sound expensive?
how about not getting your taps until your car passes smog and being charged a compounding late fee if your car can't pass the smog test by the registration date.
here in wa you can pay your tabs mouths late even a year or two late w/o any fees. and in this region no smog checks are required but i can see it changing soon.

Just a dyno smog check for pass or fail is $80 for 4 bangers.
I've heard that some shops charge more for 6 and 8 cylinders now. I'm just glad that my Murano and Truck are exempt from smog testing because they are new enough not to need it.
Usually if I can't get the hook up I'll pay $60 on top of the $80 to pass smog with the header. So yeah grand total is $140 to cheat the system of the tree hugging bastards.

Testing for me is free. They use the enviro-dyno. (newer cars use OBD II) I get 4 chances, and I have used 2. Theres like 3 places in my county I can go to get tested, its like a huge garage, they just line you up and run you through. If you spend $450 and still don't pass you get a 2 year waiver. I still can't pass . Im buying a new cat, hopefully that's the problem.
