0 camber??

Take it to an alignment shop and have them set it at 0. Those lines mean nothing because, like re037 said, it'll vary from car to car. A slightly bent arm, bad ball joint, wheel bearing, etc. can throw it off.
Also, regardless of all that, camber is affected by ride height. You can set the upper plate at "center" and had 0-degrees of camber on one car, lower it about 2 inches, and it won't be 0-degrees anymore.
Same goes with each mark on the upper plate. it's dependent on many factors what each mark represents (not necessarily 1-degree per mark). So don't half-*** it, and get a proper alignment first - have them set camber, caster, toe, and thrust.
Then don't change anything, because 0-degrees is wrong anyways
